Birth certificates, court orders, or any other document issued by a federal agency or certified by an American or foreign consul may be authenticated using Apostille. In order for a document to be accepted in nations that are members of the 1961 Hague Convention Treaty, an apostille must be obtained.
In the county where the notary is commissioned, documents must first be certified by the clerk of court; after that, they must be certified again by the secretary of state in the state where the document was notarized.
